He gave an interview for Al-Jazeera a while before his capture in which he described the entire 9/11 plot. He was Mohamed Atta's roommate, and, according to his interview, relayed the message to Bin Laden that 9/11 was going forward. Whether he was still a bigwig is a different matter, but he was pretty big prior to 9/11/01. He was pretty “top”.
